This master's thesis explores the development and impact of public-private partnerships (PPPs) in the context of IT service production departments in Finland. The study aims to understand the factors that enable successful collaborations between private companies, municipalities, and well-being service counties, and to identify the benefits and critical success factors associated with such partnerships. The research problem is formulated as follows: "What are the factors enabling this partnership, its effects, critical success factors, and how do the public sector actors benefit from it?"
The study utilizes qualitative research methods, including interviews with stakeholders from public sector organizations engaged in PPPs. Through an analysis of their experiences and perspectives, the thesis examines the nature and quality of these partnerships, shedding light on the attitudes, interactions, and conditions necessary for their success. The research questions guiding the study are: 1) How would the parties involved describe the partnerships on the relationship continuum? 2) What are the critical success factors? 3) What are the perceived benefits of this cooperation?
The findings reveal that the majority of stakeholders view the partnerships as collaborative relationships rather than distinct arrangements. Trust, open communication, shared goals, and long-term commitment emerged as essential elements of successful partnerships. Critical success factors identified include trust, open communication, shared goals and objectives, adaptability and flexibility, and long-term commitment. These factors contribute to building strong partnerships, fostering effective collaboration, and achieving shared objectives.
The perceived benefits of these partnerships include improved operational efficiency, access to expertise and resources, risk sharing and mitigation, enhanced stakeholder engagement, and the creation of synergies. By leveraging the expertise and resources of private partners, public sector actors can optimize their processes, enhance service delivery, and drive innovation. Additionally, the partnerships enable public sector actors to mitigate risks, engage diverse stakeholders, and create value through collaborative and complementary efforts.
