A Distributional Analysis of Displacement Costs in an Economic Depression and Recovery

We study the earnings losses of Finnish private sector workers who lost their jobs at two very different points in the business cycle. The first group was displaced in 1992 (depression period) and the second one in 1997 (recovery period). The focal point of the analysis is the quantile displacement effect, the change in the earnings distribution due to involuntary job separation. We use mass layoffs and plant closures to identify groups of workers who were displaced from exogenous causes. The effect of displacement is strongest at the lower end of the earnings distribution, and small or negligible at the upper end. Women and those displaced during the depression period are subject to larger earnings losses.; Tarkastelemme palkkatulojen menetyksiä yksityisen sektorin työntekijöiden keskuudessa, jotka menettivät työpaikkansa kahdessa hyvin erilaisessa suhdannetilanteessa. Ensimmäinen ryhmä menetti työnsä 1992 (lamaperiodi) ja toinen 1997 (kasvujakso). Tutkimme työpaikan menetyksen vaikutusta palkkatulojen jakauman sijaintiin ja muotoon. Hyödynnämme massairtisanomisia ja toimipaikkojen sulkemisia löytääksemme työntekijät, jotka menettivät työn eksogeenisista tekijöistä johtuen. Tulosten mukaan työpaikan menetys vaikuttaa voimakkaimmin palkkatulojen jakauman alapäässä. Jakauman yläpäässä vaikutus on varsin pieni tai sitä ei ole ollenkaan. Naiset kärsivät miehiä suurempia palkkatulojen menetyksiä. Työpaikan menetys lama-aikana johtaa selvästi suurempiin palkkatulojen menetyksiin.

Optimal Public Procurement Contracts Under a Soft Budget Constraint

This paper presents a model where the central government cannot ensure that regional governments manage risks prudentially, due to soft budget constraint. Competition for project funding induces the regional governments use financial instruments as commitment devices as a signal of prudential risk management. A Public-Private Partnership contract, which delegates the monitoring task to a financial institute, is the most efficient commitment device provided that private financiers have an access to the same monitoring technology the regional governments fail to employ. The optimal capital structure of a PPP contract is a combination of public funds and debt from financial institutes.
JEL Classification: D8, L3, H54, H57; Tässä tutkimuksessa tarkastellaan julkisia hankintasopimuksia tilanteessa, jossa pehmeä budjettirajoite kannustaa julkisen sektorin hankkijoita tehottomaan investointien taloudellisten riskien hallinnan. Teoreettisessa mallissa kilpailu rahoituksesta julkisen sektorin sisällä kannustaa yksiköitä käyttämään hankintasopimuksissa rahoitusjärjestelyjä, joiden avulla ne voivat uskottavasti sitoutua hallitsemaan riskejä tehokkaammin. Näistä instrumenteista ns. Public-Private Partnership (PPP) sopimus, joka delegoi hankkeiden monitoroinnin yksityiselle rahoituslaitokselle, on tehokkain hankintamalli, jos rahoituslaitoksilla on mahdollisuus monitoroida hankkeita samalla tavoin kuin julkisen sektorin edustajat. Tutkimus osoittaa myös, että vastoin yleisesti käytössä olevia sopimuskäytäntöjä PPP sopimuksen optimaalinen rahoitusrakenne koostuu julkisen sektorin rahoituksesta ja lainasta rahoituslaitoksista.

Tax Progressivity and Recent Evolution of the Finnish Income Inequality

After the Economic Crisis in early 1990s the Finnish economy has recovered rapidly, and simultaneously a major period of equalization from the mid 1970s to the mid 1990s has been reversed, taking the levels of the Gini coefficient in a few years back to levels of inequality found 30 years ago. The paper examines how changes in Government policy, and in particular, in the incentives introduced by tax reforms have influenced income inequality. The paper introduces a decomposition of the Gini and concentration coefficients by population groups which are calculated for before- and after-tax incomes to consider evolution of income inequality and tax progressivity in Finland over the period 1990–2004. Decompositions of the Gini coefficient of after-tax income by income sources give little information on the effects of taxation. In contrast, popular measures of tax progressivity (Reynolds and Smolensky 1977) show a significant decrease. Our decomposition of the progressivity measure by income deciles focuses on changes in tax treatment of the income deciles in the ten year period after the mid 1990s. The changes in the decile shares of before-tax and after-tax income among those in the highest before-tax income deciles are the main factors that lie behind the recent change in tax progressivity, and play an important role in explaining the recent surge in inequality. These changes have been accompanied with a change in the composition of factor income. There has been an unprecedented increase in capital income which has mainly accrued to the population groups at the high end of the income distribution after the mid 1990s. The change is most clearly seen among those in the top income percentage. The 1993 Finnish tax reform introducing the Nordic dual income tax model, and creating strong incentives to shift labour income to capital income for those in the highest marginal tax brackets, is among the key policy decisions responsible for this trend. Interestingly enough, but consistent with the income shifting hypothesis, we find no increase in horizontal inequality in response to the introduction of the dual income tax.; 1990-luvun alun laman jälkeen Suomen talous kääntyi nopeaan kasvuun ja samalla myös tuloerot alkoivat kasvaa. Vain muutamassa vuodessa Gini-kertoimen arvo palautui 30 vuotta aiemmin vallinneelle tasolle, kääntäen kehityssuunnan, jolloin tuloerot jatkuvasti tasoittuivat. Tässä työssä tarkastellaan julkisen vallan toimien ja erityisesti verouudistusten luomien kannustimien vaikutusta tulonjaon muutokseen. Esittelemme menetelmän, jolla Gini- ja keskittymiskertoimet voidaan hajottaa väestöryhmittäin ja tutkimme sen avulla tulonjaon muutosta soveltaen hajotelmaa sekä veroja edeltäviin että verojen jälkeisiin tuloihin vuosina 1990–2004. Verojen jälkeisten tulojen Gini-kertoimen hajotelmat eivät kerro juuri mitään verotuksen aikaansaamasta tulojen uudelleenjaosta. Sitä vastoin verotuksen progressiivisuusmittarit, kuten Reynoldsin ja Smolenskyn (1977) esittämä, osoittavat verotuksen progressiivisuuden merkitsevästi vähentyneen. Tulokymmenyksiin sovellettu väestöhajotelma havainnollistaa, miten eri tulokymmenysten verokohtelu on muuttunut 1990-luvun puolivälin jälkeen. Suurituloisten ryhmien tulo-osuuksien ja näiden pohjalta laskettujen vero-osuuksien muutokset ovat vaikuttaneet eniten verotuksen progressiivisuuden alenemiseen ja tätä kautta viimeaikaiseen tuloerojen kasvuun. Muutoksiin yhdistyy samanaikainen tuotannontekijätulojen rakenteen muutos. 1990-luvun puolivälin jälkeen pääomatulot ovat kasvaneet voimakkaasti ja ne kertyvät yhä selvemmin kaikkien suurituloisimmille. Vuoden 1993 verouudistus, jossa siirryttiin pääomatulojen eriytettyyn verotukseen, houkutteli muuntamaan muuten ankarasti verotettuja korkeita ansiotuloja pääomatuloiksi ja oli osaltaan tämän muutoksen taustalla. Yllättävä havainto oli, ettei eriytetyn verokohtelun käyttöönotto lisännyt verotuksen horisontaalista eriarvoisuutta, seikka, joka tukee esitettyä tulojen muuntohypoteesia.

Should RD Champions be Protected from Foreign Takeovers?

We analyze how the entry mode of Foreign Direct Investments (FDI) affects affiliate R&D activities. Using unique affiliate level data for Swedish multinational firms, we first present empirical evidence that acquired affiliates have a higher level of R&D intensity than Greenfield (start-up) affiliates. This gap persists over time and with the age of the affiliates, as well as for different firm types and industries. To explain this finding, we develop an acquisitioninvestment-oligopoly model where we show that for a foreign acquisition to take place in equilibrium, the acquiring MNE must invest sufficiently in sequential R&D in the affiliate. Otherwise, rivals will expand their business, thus making the acquisition unprofitable. Two additional predictions of the model – that foreign firms acquire high-quality domestic firms and that the gap in R&D between acquired and greenfield affiliates decreases in acquisition transaction costs – are consistent with the data.

Me käytämme ainutlaatuista tietokantaa ruotsalaisista monikansallisista yrityksistä. Empiiriset tulokset osoittavat, että tutkimus- ja kehitystoimintakulut ovat korkeammat ostetuissa tytäryhtiöissä kuin perustetuissa (start-up) tytäryhtiöissä riippumatta tytäryhtiötyypistä ja toimialasta. Tämä ero ei katoa ajan eikä tytäryhtiön iän myötä. Selittääksemme empiirisen tuloksen kehitämme teoreettisen yritysosto-investointi-oligopoolimallin, jolla me osoitamme, että ostavan monikansallisen yrityksen on oltava valmis investoimaan riittävästi tytäryhtiön tutkimus- ja kehitystoimintaan, jotta yritysosto tapahtuisi. Muutoin kilpailijat tekevät yritysoston kannattamattomaksi laajentamalla toimintaansa. Empiiriset tiedot myös vahvistavat kaksi muuta teoreettisen mallin ennustetta: 1) ulkomaalaiset yritykset ostavat korkealaatuisia kotimaisia yrityksiä ja 2) ero T&K-kuluissa ostettujen ja perustettujen tytäryhtiöiden välillä pienenee yritysostokulujen myötä.
